For the question is what is the difference in political parties and politicians behaviour and results were it a four year term instead of three and what prevents them from doing so now under the current system. I don't see any.If they wanted to propose changes taking longer then three years thay can do so and if the results won't produce in the short term but will in the long, they can do that too. I don't think any governement will do other than say to vote for them because they can do more to continue their programme at the next election regardless of the 3 or 4 year length of term.

Political parties choose to offer policy proposals at their own schedule. Nothing prevents a potential government from initiating a legislating process longer than the three year term. I'd argue it would benefit the voters to know the parties direction beyond the present term. Just as it has taken time for parties (and media and public) to adjust to a post first past the post system, thinking beyond the immediate term has been more studied (the 2020 report) than firm options to vote across the longer term.

I like it quiet:
Listened to National Radio Morning Report coverage from Waitangi. Homekeeping, in the broadest sense. Relaxed and read coincidentally including some on cultural optimism. Found lost wallet: WIN. Went out drank, talked and watched friend win pool over someone she'd never been able to. Home, dinner and 'Colombia' on TV.
