You could walk in to the CBD from Grey Lynn in not much longer than that.
A $50 congestion charge (or a variable congestion charge on the airline model so as to regulate the number of vehicles to match road capacity) would solve the problem without pouring any concrete. Worked well in London.

Well, yeah. What generally happens is that traffic improves for a while, then people realize that a car commute from X to Y is now doable, so they buy a house in X and start driving to work.
The M25 in the UK has now reached six lanes each way in places, plus various other enhancements like hard shoulder running and parallel link roads.It's still chokka. Same in LA. (At least the Brits had the good sense / financial limitations to cap the reach of motorways into London at the mid-sixties level, or the whole of places like Marylebone would have become motorway corridors).

It pays to choose a friendly district. When Kiwiburn started up, Taupo DC not only didn't require a resource consent for festivals shorter than a certain number of days, but even gave us a grant from the visitor promotion budget. Very helpful people.
I believe Rangitikei have also been very helpful - KB (it's next week BTW!) needs a resource consent but it has been relatively easy to get.

I can't see that GCSB does anything in the IT security sphere that an overt and accessible agency couldn't do better. Security is mostly around best practices and tools, and information on these is much better communicated by a normal public body, not a spy agency.
The origin of GCSB's information security work is in a cover story, incidentally.
Towards the end of WW2 the Bletchley Park operation had outgrown it's original "Government Code and Cipher School" cover name and adopted the new "Government Communications Headquarters" title. At that stage it had very little to do with (British) government communications which was adequately dealt with by the GPO and the military signals branches.
