Here in Christchurch of course the Council is developer, banker, and an anticompetitive business operator.
Ellerslie Garden show was purchased after putting the local private garden show out of business (a sum not disclosed). $17Mil for failed developers & $17Mil for the Tram to nowhere. Market rents (but not standards) for the Council flats.

A mate of mine in his early 20s used to wear a toupee. Playing Rugby with head gear on, just to keep the locks down.
Thankfully a few boys started to shave their heads and he got the courage to bear it all. -
As I've said before, Michael Laws is to Paticaptory Democracy what Adolf Hilter was to Representative Democracy.
Great systems tweeked and twisted to achieve their outcome. More education & information is required for it to work, but then, whatever the out come the decisions are those put forward by Laws. Classic lose lose situation.

I think the Jury is the best system and still I do my best to avoid it. Even when I've turned up, that's when I wear the suit, silk tie & bling rings. I was told to dress up or down to avoid being picked as they preffer those dressed in shades of grey. In part because I'ld find it hard to send someone to prison, but there are plenty of other petty reasons too.

Key talking to the woman complainant would have followed through on his own promise to do so. It would have showed empathy after calling his own Minister out and asking for his resignation or I'ld have sacked him for..., now what did he call his Minister out for? Key never said why he was going to sack Worth if he didn't resign, but this complaint was with the police and of a sexual nature, as I believe Key stated.
