It's not common, and NZRC is lucky that it's got sufficient regular annual funding and operating income to be able to achieve 100% pass-through for special appeals. Not many other national Red Cross societies can do it, and I don't think too many other NZ charities can do it either.
If NZRC has an appeal that states to the effect that all proceeds will go to xyz cause (in the case of CHC it says they'll go to the costs of providing relief, including transport and delivery costs), that's the sign that it's 100% pass-through. -

Indeed. And if it's given to the Sallies or Red Cross it'll end up in the right hands at the right time. NZRC is promising 100% pass-through of donations, so none of the money will be spent on ordinary operating costs or the operating costs of the appeal. It all goes to their relief aid costs.

If you're meaning Jim Stuart-Black (I didn't see the interview), he's the NZFS National Special Operations Manager. Google says he's got international USAR experience, represents NZ on the UN Disaster Assessment and Coordination team (UNDAC), and is generally our USAR "God".

Which is precisely the last thing we want. If we're supposed to be chasing Australian income and productivity levels, cheapening labour is completely counter-productive. Making it more expensive, along with a discouragement from dumping money into capital purchases that are not means of production (such as, say, accommodation), is where we need to be headed. We don't need to be trying to reverse labour protections so that wage levels drop.
Not that the BRT gives a shit about increasing wage levels, of course, so long as its members can afford to refresh the Bentley bi-annually and drink their weight of Dom or Veuve every festive season.
