    I don't actually think any level of SAP would let you manage a database of speed limits properly. That's more of a GIS job, along with a repository of whatever stautory instrument is needed to establish a speed restriction.

    SAP might tell you how many signs you had.

    If, at election time, a pro-National businessman were to produce and distribute a bunch of leaflets with a National electoral message on the front and a business advertisement on the back (and having a promoter statement), would this be a donation? Could they argue that the cost was defrayed by increased attention given to their business message?

    Or, if DB were to run Tui ads attacking Labour policies (again with promoter statement) could they argue that the advertising was zero cost for the same reason?

    Yes, but do you have a reference that states that the largest non governmental party in NZ is (by statute, standing order, or documented practice) the Opposition?

    The cited Wikipedia article has no (useful) references. I'm prepared to accept that it is common practice to speak of [Labour] as the opposition, but not that this role has any legal validity.

    If you go and look at Standing Orders, the only references to "opposition" are to the Leader of the Opposition.

    Apart the only thing that I can find relevant is that "priority [in speaking] should be given to party spokespersons in order of size of party membership in the House".

    So as far as I can tell, the L.O.T.O is the only explicitly recognised role, and apart from that, members speak for their parties, not the opposition. Practically however, this means that the Labour spokesman on X will be given the first chance to respond.

    If anyone knows more about parliamentary procedure feel free to correct this.

    You really believe that's in any way the role of the Herald (or any other NZ newspaper)?

    They *are* the 'power'. The newspapers support the government, the government supports the newspapers.

    Quite a lot of people kill each other with cooking fires. Maybe one shouldn't be allowed lethal weapons such as cookers without passing a regular and comprehensive test of competence and concentration. After all you can survive perfectly well on sandwiches and salad.

    The Leader of the Opposition is the member who leads the largest political party that is not part of the Government. I wonder what will happen when the Greens become that party (if they don’t go straight to being the largest party *in* government).

    Or anyone who needs to visit somebody in a rural (or semi-rural - places like Piha and numerous Wellington suburbs are off the grid as far as public transport is concerned) area.

    We could have a Postbus service that goes everywhere, as in Europe, but we don't.

    Most people, though, have options to walk, bicycle, catch a bus, etc.

    Well I don't intend to spend hours with a GIS proving this, but suspect that a large proportion of NZ has no bus service and is beyond reasonable walking or cycling distance from anywhere that does.
