    Maybe they should shoot people in the street for minor but annoying opffences, like stopping on the motorway. Oh, wait..

    Well, it's not just the likelihood of deterrence, but the public harm of the crime, too.

    Possibly people might think more about the consequences, as it's not so 'heat of the moment', but it still assumes that people are planning to get caught, rather than get away with it.

    Another element of it is that people are more fearful about being caught, and so are less brazen about corruption. It's suspected that this has led to less "casual" corruption, of the wink-wink-gimme-some-cash variety, but - as with three-strikes, no parole, etc. - it's intensify the corruption that is occurring, since they might as well go for broke, as it were.

    Simon: Funny, it's my usual MO, too. But here (Thailand, Cambodia, Vietnam), for some reason, I find that it works better if I smile at them, look them in the eye and say no; whereas the mutter no and walk away thing ignoring them doesn't work... maybe it's just me.

    Interesting thing: no entry for OnPoint has yet reappeared on the PA homepage blogroll (though this post is on the PAS roll). So how permanent is this return, Keith? Is there something we should know?

    Interesting thing being how many of your have managed to read it regardless. Are you reading via RSS feeds or PAS? Either way, hadn't really checked PAS as I didn't expect people to respond when it wasn't, you know, *up*.

    But thanks for the welcomes - lovely to be back.

    Dedicated loon here. I've been thinking about it for the last 379 days: Micropatronage journalism.

    Establish a micropayment system. Get freelance journalists.

    Freelance journalist writes stories. Reader-patrons use a thumbs-up($1)/thumbs-down($0) system to rate the stories. It's painless, it provides concrete feedback and encouragement for the journalist.

    It gets around the fundamental problem of advertising-driven journalism: more eyeballs = more revenue, regardless of quality. And it gets around the fundamental stupidity of freelance journalism: number of words = amount of money, regardless of quality.

    But I figured, when I first had this brainwave last year, that neither online journalism nor online payment systems are mature enough for this to happen. Yet.
