    Well, if you define open source software as a programming language and a database, then sure, you can do anything, given enough development time.

    If you want some sort of accounts package, then to my knowledge there isn't even a usable package for SMEs, let alone an organisation on the scale of a council. Nor is there an open source GIS (as opposed to a spatial DB like PostGIS) that's ready for prime time.

    I'd be happy to be proved wrong.

    The issue is when organisations try to panel beat complex business systems (Finance, HR etc.) to match legacy business processes.

    Good point. The issue I've seen many times at the coalface is that systems are modified over the years to handle esoteric business processes (which in some ways is reasonable - it's enabling flexibility to work well with customers or suppliers) and become the sole embodiment of the knowledge of how that process works (with the knowledge of who uses it or whether it's still needed being lost).

    Which is a problem when the system needs to be replaced or merged.

    I've worked in retail, that's not a computer problem, it's caused when a supplier sends a consignment of product with a PLU that hasn't been loaded. Unfortunately, the system doesn't do telepathy, but the supervisor can often guess a price or look it up by name.

    It was voted in by the parliament after a prolonged controversy. I'd suspect that a factor in its favour would have been that even conservative Quebecois would have favoured a flag change.

    Also, it was a Liberal government - I'd suggest that a government from the left of politics would at least be able to unite its own supporters behind a flag change.

    Which is the problem with hiring your staff by the hour from a management consultancy. Given the likely timespan and scale, employing the people needed directly would make much more sense.

    My view on complex systems is that you have to proceed incrementally. If you noticed, it was some years between ANZ buying National Bank and the two banks merging systems and premises (it might have been longer, but Lloyds wanted their pony back).

    The other thing, which empire building IT management will kick back at, is devolving stuff. If the crèche wants to use APT, or the library Koha, then they should be enabled to make that choice.

    And finally, and I've said this before, the public sector needs to lose the empire building money-grabbers from their management hierarchy - a $200k salary cap would do this well, backed up by some contract-busting legislation as needed.

    That’s one way of putting it. You could also argue that Labour has decided to throw money at a drug multinational (presumably) over other health priorities such as GP availability or diseases of poverty? I don’t hear that that there will be a general increase in health spending funded by maybe a tax rise or cuts to the oppressive sector.

    How does building houses help when the fundamental problem is that buying houses and land on margin is seen as a no-lose bet? – the more houses get built, the more money gets sucked in to driving the price up. It’s a bubble, not a market.

    I actually thought that only foreigners should be polled on the new flag, with against each flag the following non-exclusive choices:

    Would this flag make you want to:
    - buy New Zealand produce?
    - take your next holiday in New Zealand?
    - have carnal relations with a New Zealander?
    - bomb the fuck out of New Zealand, wherever it might be?

    I think that is a much more reasonable decisional basis.
