I still have reservations about Local Authorities collecting payments and even more about them holding such funds
No one said anything about them holding the funds - just being a collection channel exactly the same as the insurance companies are now. Easy to arrange, and they are far from risky or corrupt organisations.

And much more locally accountable than insurance companies-

To whom? The giver or the recipient?
Both, but only if they're a) unmarried, b) gay, c) enjoying it, or d) some combination of the above.

Well and truly numbed to the quakes/aftershocks now. Rang home after the 5.1 wiggle earlier and my 5y.o didn't turn away from the DVD she was watching but did comment that "that was a fun one".

In other news, the new issue of Investigate magazine apparently says that oral sex gives you cancer.
Someone obviously never heard of J. Edgar Hoover...
"We at the FBI regret to inform that we are unable to investigate matters of oral-genital intimacy, unless it has in some way obstructed interstate commerce."

Conrad Heine has written a good quake story for The Economist website -- it mentions Public Address!

The extent of the trauma suffered in and around Christchurch may take time to emerge fully however, and should not be underestimated.
This.

Well, if you replace "causes" with "is associated with a greater incidence of", it's actually true.

Bryan Gould questions why government intervention is warranted in both the quake and SCF but not other recent economic disasters.
The victims of unemployment are equally innocent of responsibility for the calamity that has struck them.
They did not cause the recession. The numbers involved are just as large. The economic consequences are equally serious, not just for those directly affected, but also for the rest of us
...
If we can do it for earthquake victims, why not for the unemployed? Yet, in our response to unemployment, there has been no sense of the community pulling together to provide help to those who need it, no recognition that we will all benefit both economically and socially if we invest in the productive potential of all our citizens.
Instead, we have pointed an accusing finger at the unemployed. Not only can we not afford to help them with a crisis for which they are not to blame, we tell ourselves; they should bear not only their costs but ours as well.

which features the already iconic photo of local lads cracking a pose

I hope Gould is sending Scott Hamilton a bottle of wine.

I'm sure I'm not the first to note, over the past five days, that all of a sudden welfare's not a dirty word, huh?
-
Only when it applies to those filthy folk on benefits - for corporates and other worthy citizens it remains just fine. Having money already is a proxy for success, and only the successful deserve investment.
-
To cut a long story short: Socialism For the Rich.

Surely if you've got cancer, oral sex is going to be on your list of things before you die, so cancer causes oral sex?

My Firefox tab keeps saying "Hard News: Little pie...".
Mmmm... Little pie.

Which person gets it, the giver, or the recipient?

Surely, even if you don't have cancer...

I'll give you a clue: throat cancer.

Oh, and more on topic - I heard of someone in Christchurch (aka Christlurch, or Christanotherlurch) who, on being woken by the quake, thought "Oh hell, if it's this bad here, everyone in Wellington must be dead!". Bless!

I think crux is whether they can move from the quake situation being different because people need the support to that most supported before need it too.

Okay, next question: is it men, or women, or both, to whom the risk applies?

IANAD. :)

OIC. Both. From oral HPV. Makes sense I guess.
Important question though: if Investigate has reported the oral sex-throat cancer link, has it also reported the vaginal sex-throat cancer link? What about the lack of any statistical link for anal sex?
