Technically speaking, they're not.
SSC has a list of all the public service agencies. MPs are employed by the Crown via the Parliamentary Service budget, and PS is most definitely not part of the Public Service. -

And you know these haven't been compromised because...?
The biggest advantage of rolling your own keypair is KNOWING that there was no compromise in the process, IMHO.

It is not being seconded that was illegal, it was spying on NZers that was illegal. Being on secondment didn’t mean it suddenly became legal for GCSB agents to spy on NZers.
Correct. And thinking it was legal didn't make it so, or excuse the actions. "Ignorance of the law is no excuse" must apply to government as well as citizens.
