    the number of IYB recipients has, in fact, been declining, even as unemployment benefit numbers rise.

    i had access to a lot of data in a previous role. it could be demographic shift, but the number also indicate that many just become NEET (and thereby fall of the radar) - something bennett might have indicated as part of the media info?

    its the NEETs that are the real problem in this demographic. if they're on the bene you can at least track these kids, but once they disappear, they disappear.

    i know the Youth Guarantee programme was partially focussed on identifying NEETs and getting them into training/education (if they qualified).

    Institutionalisation of disabled people was all done in the name of policy and with the best of intentions.

    they did the same thing with drug-addicted people in the late 60s and 70s as well. they just didn't know how to handle them.

    It is surreal that out breaks of measles and other diseases are becoming prevalent

    more surreal considering that it's entirely preventable. immunisation for measles is almost free. we've been working on immunisation at work, the range of people who don't get their kids immunised is very broad. they're not all poor. many are well-heeled, educated parents who think they have enough information from trawling the web...

    you'd need to be up on the vanity to break it. boats are small. so... the issue might not her having been "up for it" or "hot to trot" so much as in possession of the typical-sized kiwi bum.
