I suppose that if one can be held liable for tracing over a photo of Obama (summary may not reflect facts), it doesn't necessarily follow that the public retains a right to a scanned public domain image. But that angle does occur to me.

I mean, if they really wanted to, could they set up a whitelist of authorised referrers and block everyone else? Why are they asking US to do their relevance-minimising?

What compounded Collins for me was the "I'm not going to comment on that but [reasserts comments about Norman as attempted hypothetical]".
Mind you, Judith Collins is known to become quite cheerful when people talk about government human rights breaches.

I don't recall Labour running so many investigations though. The problem with doing that is that AFAIK most quiet handing of policy to the media is done by Ministers.
