    The 5% itself can vary from election to election as the votes cast change due to population and turnout.
    What about a fixed amount of 75,000 votes or even the number of enrolled voters of the smallest ( general ) seat which is roughly 45,000. Of course you dont need 45000 votes to win a seat , just a plurality

    The applying in advance for voting papers ( which are then sent to you by post) seems to be an Australian thing but they also have the standard early voting procedure.
    The DomPost and Wikipedia have the correct version, so where did the Listener get its information ?

    If you arent sending back the voter registration form then they are automatically un enrolled
    . I fail to see the logic in getting IRD letters ( to pay up ?) allows some sort of voter fraud.
    Ps make a habit of sending back letters , return to sender

    In the recent Baden Wurttemburg state elections ( where the Greens will lead the new government in spite of coming second),
    Wikipedia says B-W doesnt have a list at all ( uniquely in german state elections), The supplementary members are selected from the defeated electoral candidates , by party and by the highest numbers of votes they received.
