Hard to see why the reference to the Nazi party was necessary.The Weimar Republic introduced proportional representation in Germany , not the Allied occupation.
The National Socialist Freedom Party, on its first attempt in the first election of 1924, won 6.5% and 32 MPs. And while they didnt get over 5% again till 1930 elections, by then they were the second largest party. -
It does appear that 5% is too high in that the alternative of 1 electorate MP has become the avenue most likely to be used by parties that wish to circumvent it.
It would be wise for the threshold to be 2.5% for with or without an electorate seat,. that is they dont get extra MPs until they have reached the threshold.
I dont see a different threshold for Maori interest parties would be required as there are Maori seats which allow a functioning party which doesnt reach the 2.5% level. This occurred in 2008 and 2011. -

The making of the iphones is unsustainable in the medium term. Apple will be in the same position as Blackberry soon enough, but they have learnt from Kodaks ( early) success. Its the money in the apps that will provide the income to keep them going and Foxconn will have to move on to something else.
Then again a chip fab plant only has a life of 5-8 years before its all junked. Who was it relying on electronics ( and financial services) for economic growth ..... Ireland -

I remember that was the case with National in 2008, they held off their tax cut "numbers" till the very last minute and then had to repeal the tax cuts within 6 months.
