Couldn't this also be done with three votes. Those in favour of 18 Yes, other No. Those in favour of split Yes, other No. Those in favour of 20 Yes, other No. I guess they'd also need to clearly stipulate that an MP could only vote Yes in one of the 3 options.
Personally I'd allow MPs to vote yes for more than one option.

But the threshold definitely increases the chances that a big party can govern on its own or with only one party. Smaller parties are constantly at risk of sliding below a threshold. I think larger parties have much more to gain from the threshold than smaller ones.

Don't we already pay land tax ? Just that it's to local government, and it's called rates. How would your proposed land tax differ from that ?

I think the Herald should be made to pay. And I mean $$. I don't know what commercial photographers charge, but if they steal a picture for use in their feature shouldn't you be able to charge them for it ? Anybody know how much would be reasonable ?

For those who don't know the game, the pitch has to be slow, arcing between 6 and 14 feet, which makes it easy to hit. To compensate, you have 10 fielders (1 extra outfielder), and no stealing (a base-runner can't leave the base until the ball is hit).
This makes for a game where everyone is involved, most of the time. We play in a mixed league, and batters must alternate male/female.
Good fun.
