I wonder if this is the Curse of CSI striking again -- enormously fun television shows, but I have my doubts that any RW law enforcement agency could afford such surrealistically well-resourced omni-competent staff...
One of the side-effects of CSI in the US has been to dramatically increase the profile of those units. Whereas before they drove from crime scene to crime scene in nondescript vehicles, now you can spot them hurtling down the highway in giant SUVs with CRIME SCENE ANALYSIS UNIT emblazoned on the side, and wandering around in cool jackets that similarly announce their presence.

The Gleaner* is the name of the daily newspaper in Jamaica.
What the OED is referring to is the first written record of "bling bling" used as an adjective, which was in the Gleaner on December 18, 1999.

BTW, when did the term "bling" appear? Got accused (by a 15 year old) of being try hard for using the word "bling" recently.
The OED tells us that it first appeared in 1999, in a song by Jamaican artist Gleaner. I doubt he came up with it, but it definitely originated in Jamaica, and migrated from Jamaican patois into American hip hop around then.
