    Well, the drip feed nature of student loan draw downs makes this unlikely.

    Yeah, that's basically impossible. It's not like American student loans which arrive in a lump sum with no strings attached. NZ student loans pay the course fees directly to the institution and the $1000 lump sum is as much as you can get at once.

    (I'm down to $24,000! And I've only had the loan since... 1992. I'm a winner.)

    I was once walking her (on a lead) and she was plodding along boringly. We came around a corner and another pedestrian actually *screamed* at the sight of her! In west Auckland! I therefore assume she is scary-looking. Or possibly hideous. ;)

    Apart from anything else, long-acting contraceptives for women don't protect against STDs. The government can't even manage a decent concern troll act when it comes to poor women's health.

    Deborah's links roundup of local writings about this might help us to work out why this particular policy has very little to do with 'pragmatism'.
