I realise that there is another side to this: the sheer weight of requests, often themselves highly political, or near-vexatious, that suck up resources.
A lot of this would go away if agencies published everything unless there was a good reason not to. It would save them time and resources and was where the original act and the Framework for Government-Held Information was pointing. Disk storage is infinite.
But the mortal fear of having a cockup exposed will always prevent this, and now we have the added factor of dodgy decisions being made for political purposes (e.g. RoNS). Sadly, the Auditor-General doesn't see it as part of their role to police whether agencies are living up to their legislative requirements.

In short, I think we need to supplant the news media with information media, devoid of rhetoric and spin. It seems to be happening already, that people already seek data out for themselves, but it could be vastly improved.

The problem is that Labour isn't 'together' in itself, let alone able to get alongside of anyone else.

Finally throttled down my strained outrage-ometer and finished the book. Fuck, what horrible people. And what restrained reportage from Hager - he could have delved into the personal detail he obviously had access to, and a lesser journalist might have, but the picture he painted just by constraining himself to the political is bad enough.
Something must happen. I now have to think hard about how.

To me – though I’ve not read the book and do appreciate the quote you have provided – these allegations do seem to be about Slater and Lusk.
I have read the book and that is the meaning. Hager is careful to never allege that Hide succumbed to blackmail. He reports only that Slater and Lusk (in their own words) planned to force him to resign by revealing texts Hide allegedly sent to a female that was not his wife. He notes also that Hide did resign within a week of the Slater/Lusk conversation.
