    I think we can assume that since both the main party leaders devoted their opening speeches to issues around The Youth Of Today that their polling is picking this up as an issue.

    Good point. Interestingly, nothing much about mortgage-belt poverty (ie: dangerously over-committed homeowners, resentful as hell), which I've been hearing is coming through in polling.

    Hmmm, seems a bit much for Clark to be blaming the 'yoof crime wave' on the 1991 budget.

    Yes, although the youth crime rate did jump mightily from 1991-94.

    But it might be more accurate to blame the "shagging wave" of 1990 to 1994. There are quite a few 14-18 year-olds around right now as a consequence. But no one ever says that.

    Hmmm. I've found stretches of this thread fascinating and informative, and it did make me go and get Steal This Film II (the 720p HD version sure does bear out unflattering stereotypes about geek skin tone). I gave them some money.

    But I think we've gone as far as we can go for now. It'll just be more bickering. Agreed?

    It's her eyes. 'Skanky' is of course a terrible thing to say about another woman. I shouldn't do it. She could well have a degree in maths and another in astrophysics for all I know.

    I now desperately want to know who she is and why she posed for the photograph. Because I have a feeling it might be ironic and funny.

    My psychic abilities are rather crap, but I think John Key's answer would be 'no'. But if the policy is so badly designed that there would be no proper auditing or oversight, then we do have a problem.

    Which I suspect is what it will come down to. The 2002 Labour youth crime strategy covered in the story I linked to earlier looked great on paper, but it's been really hard to make work, in part because the people in the relevant agencies are already running at capacity. And it's one thing for Key to say there will be no twilight golf on his vouchers, but ...

    To be fair, Key made clear he didn't envisage Fresh Start as a matter of sergeant-majors scaring kids all the time. And if they're really going to put the resources into it (which will mean hiring more of the dreaded public servants, even if you outsource most of the direct training) then I think that's a good thing.

    The trick will be to present it to the Sensible Sentencing crowd as a bloody great crackdown (a return to National Service, perhaps) and to the soft vote as a genuine outreach.

    But the more I look at the train-or-lose-your-benefit stuff, the more it looks like a crock to me. It adds relatively little to existing options, and the fact is that many young people on the invalids' benefit aren't technically "too sick to work" but are there because neither schools or workplaces can cope with them. Ditto the "lost tribe" of 6000 kids not enrolled at school. I don't see a disability strategy in there.

    Actually, it looks like it hasn't shifted much as a proportion of all offending since the big jump between 1991 and 1994. ...
