Thanks for posting that so speedily, Sacha. Minister Tolley's response on RNZ shows she still doesn't get it.

Apparently 10 agencies already handing over data. Wonder who they are?
Interview on Kathryn Ryan RNZ at the moment with MSD man who heads their current work on individual client data. Apparently this policy is driven by the Minister against much of the officials’ advice. This current interview is very interesting in that it is a public servant (who probably privately doesn’t support this policy) having to defend it and also the Minister and Government, and being grilled by the interviewer with leading questions like, “Do you truly believe… ?”. No wonder there is so much misery and stress across much of the public service at the moment. They are supposed to be the servants of the public, not the mouthpieces of the Minister.

I was listing to that up the point when he said “inviting” participation. Where at that point I almost spewed up my breakfast banana. The thing I noticed most, after he said something about “steering the conversation”, was that he sort of misunderstood that the relavence of the people handing over there personal data. I don’t what he thinks becouse his folked tong was to busy trying to spin a bad policy by using some of the very worn out sneaky terminology that he must have learned at Planet Key.
I am now convinced that these people are not to be trusted. It was clear from that interview, that there is a campaign of bullshit going on from the minister right down to thru the no longer very politically objective ministries.
It’s now obvious to me, that the project is a politically driven scapegoating of people who don’t have the money cash money to solve personal problems that might prevent them from becoming and or maintaining the citizen status, as those in the democratic most likely to vote for the love of what's in there back pocket, or hand bag.

Not content with just collecting individual named client data the Government is now setting up a new government agency to facilitate and extend surveillance. It will be called the Social Investment Agency, with its own board. A sort of Five eyes for the vulnerable, poor and marginalised.

Breaking News! Apparently Ministers Tolley and Adams have decided this policy requiring personal information from poor people is not a good look in election year and have ditched it. The new Social Investment Agency to be set up by 1 July will develop a Plan B.

That's a major change. Where did you hear?
-
We really have nothing on Italy's govt when it comes to flouting consent.
-
Ah, it's just not kicking in on 1 July while they do more planning about it.

I suspect those Cabinet Ministers are working on some way around it for a time when an election is not 4 months away.

I will be looking out for mentions of social investment in the Budget today. Social Investment can be code for "we are too mean and individualistic to invest in schools and communities so we are going to target and stigmatise a small minority of individuals and families, and then expect them to gratefully raise themselves into the middle class, or punish them more if they don't". This is the 2017 version of the Thatcherite philosophy whereby there is no such thing as society..

Bang on the mark...but you forgot the whole "building resilience" line.....some of us are so resilient we no longer have any expectations of the disability support system.
A win!!!

The Government's plan to collect client level data has been delayed while bugs in the system are sorted out. Let's hope that's the end of it. I suspect that the damage to public confidence has already been done and that it will result in resistance to completing the Census next year.

Conformation from the PM's regular media conference today:
Prime Minister Bill English opened his press conference today by noting today's launch of the new Social Investment Agency Oranga Tangata. He said it's data-driven approach to seeing how well social spending succeeds would be rolled out to all Health, Education, and Welfare spending if a National government wins the election.

There is no evidence that that approach will provide that evidence. He's really driven by the ideology, though. I still say it is just modern eugenics. It's all about othering, surveillance and control.
There is a real difference this election between the targeting ideology of social investment and the social democratic approach of universalism.
