The real problem is that the Herald stable now seems incapable of not living down to George Bernard Shaw's snark that "“Newspapers are unable, seemingly to discriminate between a bicycle accident and the collapse of civilization.”
Next thing they'll be reporting will be that Dr Evil, the Quantum Organisation, and/or the Taliban deliberately triggered the quake.

The whole point of the deposit guarantee system was to discourage bank runs, which were a major factor in the Great Depression, and more recently the likes of Northern Rock.
Problem was, analysts warned of runs on higher-risk finance companies if they weren't covered as well. Vested interests, methinks?

It's a (minor) problem even in fairly benevolent work environments, where management are usually inclined to turn a blind eye to personal internet use, unless it seems to be really spiking higher than the norm. Resource-hungry banner ads tend to really add to that.
Or rootkits.
