I'm reliably told Victoria St is where many demolitions of heritage buildings were done without authority.
The Demolition Companies had to be removed from cordoned areas and lets not forget - assult with a digger.
Last time I heard of that was in the sand pit at kindy.

This takes bat-shit crazy to a new level.
And on a brighter note, the school where I'm on the BOT (Rangiora, relatively unscathed by the quake) is having a mufti day / canned food collection today for the good folk of Kaiapoi (rather more badly hit by said quake).
