Actually, at least for me, if you click through to the image itself, it re-orients to right way up. So something going on in the thumb-nailing?

revolutionary idea...
I get that when I rotate pictures in Preview (Mac) it doesn't always stick in other applications.If you have access to Photoshop you could rotate to 'Baseline down' and then 'save as' to overwrite any other invisible attached instructions.

Excuse me while I test a theory.
ETA: Theory proven... sort of.
The images you posted were full size, and the system may not like that when making a thumbnail. I resized them using preview to maximum 1200 height, then saved them again.
However, in an unscientific moment, I also changed the case of the extension from .JPG to .jpg, as there have been issues parsing the uppercase version before.
Which means... I don't know which one worked.
Further research may be required to change current practice. :-)

aaah - that may be it
one rotates and saves and maybe the original preview stays
but a 'Save as' should update the preview/thumbnail - I think -
